I understand that you want to have a nice little laundry area, but I don't think giving up space on your back porch is a good idea. We can decorate your back porch as a relaxing place or small retreat for you instead. Since I can't see how unfinished your basement is, it's difficult for me to suggest whether we should try to work with the basement or not. I personally don't like to spend money. I'm a super-super frugal. I'll do everything by myself. If I can see the picture of your basement, it'll help me a lot to see whether we can do something or change that area into a nice little laundry room for you without costing you a lot of money. Send me the picture of your unfinished basement and back porch if you can.
